Te Kete Hauora Management Profiles

Deputy Director General
Teresa Wall

Teresa is of Te Rarawa and Te Aupouri descent has been with the Ministry since1997, most recently as the Māori Health Policy Manager in Te Kete Hauora. She has been responsible (with the Public Health Directorate) for the development and dissemination of the inequalities tools across the Ministry and DHBs, and provided input into the Ministry’s response to the Ministerial review of ethnically targeted policies and programmes. Teresa also led the review of the National Kaitiaki Group following the Gisborne Cervical Screening Inquiry and has represented the Ministry on a number of inter-agency officials groups. She has a nursing background specialising in renal nursing. She also has a post graduate diploma in public health,


Māori Health Policy Manager
Gabrielle Baker

Gabrielle is of Nga Puhi descent. She joined the Māori Health Directorate in 2005 as a Senior Policy Analyst after working in other parts of the Ministry of Health, most significantly on the review of the Health Act 1956 and the Health (National Cervical Screening Programme) Amendment Act. She has a Bachelor of Laws, Bachelor of Arts and a Post Graduate Diploma in Public Health.

Research Manager
Paula Searle

Paula is of Ngāti Mutunga ki Wharekauri descent. She is experienced in research, evaluation and monitoring as well as working at a central government level. Before joining the Māori Health Directorate in 2002, she worked for Te Puni Kōkiri. She managed a unit that monitored outcomes, undertook research and evaluation at Te Puni Kōkiri and, prior to that, worked in the Monitoring and Evaluation Branch as a senior analyst specialising in evaluation. Paula joined the Ministry of Health as Senior Advisor, Māori Research to develop a monitoring framework around He Korowai Oranga and on a project to improve the quality of ethnicity data collection. She has a Master of Arts in Geography from the University of Auckland.


Māori Participation & Directorate Support Manager
Eugene Rewi

Eugene is of Ngāti Manawa, Ngāti Whare, Ngāti Rangiwewehi and Ngāti Ranginui descent. He has extensive experience working in accounting roles within the public, local government and private sectors. He also has experience in quality systems, contracts management and production management. Prior to joining the Māori Health Directorate in 2009, Eugene worked as a Business Advisor within the Tertiary Advisory Monitoring Unit of the Tertiary Education Commission and prior to that he was the Finance Manager for Te Wānanga o Raukawa. His qualifications are Bachelor of Business Studies majoring in Accounting and Finance and he is a member of the New Zealand Institute of Chartered Accountants.
