Ka Tika Ka Ora – The Māori Health Provider Work Programme


‘Kia tika a muri, ka ora a mua’ – if the right support is given from the back, then the work of those at the front will be successful.

Health and disability support providers that are owned and governed by Māori (Māori providers) are a distinctive feature of the New Zealand health sector. With their emphasis on whānau ora and developing health services that work for Māori, Māori providers play an integral part in providing whānau with the opportunities they need to take control over their own health and wellbeing.

Ka tika ka ora represents the first time the Ministry of Health (the Ministry) and District Health Boards (DHBs) have developed an overview of their activities to support Māori providers. Ka tika ka ora is about more than just Ministry and DHB contracts with individual providers; it is about ensuring Māori providers have the support they need to be effective, high performing organisations.

Aim

The aim of Ka tika ka ora is to:
  • develop a comprehensive national picture of the activities the Ministry and DHBs have planned to undertake to support the Māori health provider sector in the 2009/10 financial year;
  • provide a foundation for building a consistent approach by the Ministry and DHBs in supporting a strong body of Māori providers.

Themes

When we spoke to Māori providers around the country, five main themes were identified based on some of the main challenges Māori providers face. The activities we gathered from the Ministry and DHBs have been organised and presented according to these themes. The five themes are:

Development of Ka Tika Ka Ora

The Ministry undertook a number of key activities to develop Ka tika ka ora. The activities included:
  • sector engagement hui and a review of literature
  • analysis of feedback from the hui
  • convening of internal and external advisory groups
  • gathering of planned Ministry and DHB activities for 2009/2010 for inclusion in the work programme.

The Ministry would like to thank all those who took part in the development of Ka tika ka ora including attendees at engagement hui, members of the advisory groups, and key DHB contacts.

Types of Māori Providers

In developing Ka tika ka ora the Ministry found that there is a need to recognise variation between Māori providers. Three main ‘types’ of Māori providers have been identified, characterised by the kinds of services they offer. The three types are:

  • specialised - often small providers that focus on one kind of health service (eg smoking cessation, sexual health, rongoā);
  • comprehensive - health service providers that offer a mixture of personal and public health services (e.g public health, primary care, mental health, general practice);
  • integrated providers - offer a range of health and social services (e.g housing, family support and education liked programmes as well as comprehensive health services).

This map is a work in progress as the numbers are still estimates at this stage. It will be updated as information is made available to the Ministry.





Māori Health Provider Directory

The Ministry is creating a directory of Māori providers operating in each DHB region. The directory is still being developed and will be updated as Māori provider contact details are made available. Please note: some of the details on this page are out of date and may not be accurate.

Presentation of Ka Tika Ka Ora

Ka tika ka ora consists of a publication and a series of tables of activities gathered from the Ministry and DHBs.

The publication includes information on the objectives of the work programme, the strategic context, information on the Māori provider sector and examples of Ministry and DHB activity. It reiterates the importance of Māori providers as set out in the Ministry’s statement of intent.
