In 2004 the Ministry of Health sought views on the development of a monitoring framework and strategic research agenda for He Korowai Oranga.

Focus group meetings were held around the country in May 2004 and a submission booklet, that was prepared to guide participant feedback, was available for download.

The closing date for written submissions was 18 June 2004.
